The work of AWG on the Cape Town Convention (CTC) is enhanced by its external legal advisory panel (LAP).

The main purposes of the LAP are to provide thoughts, advice, and support on:

  • interpretation and implementation of, and compliance with, the CTC
  • cross-border transferability (XBT) of aircraft
  • other projects undertaken by AWG

The LAP has developed and maintains a practitioners’ guide to CTC, a text which sets out best practices in connection with the treaty. It has also prepared a judicial guide to CTC and a civil aviation authority guide to CTC.
